Pulsating Blurriness Recording Xbox One Gameplay With A Capture Card

I was recording some Forza Horizon 2 test footage, and I stumbled upon this weird visual handicap to my videos. I can see a pulsation that makes everything blurry for about 2 seconds then the image sharpens then rinse repeat. It does this constantly throughout the recording, but you cant notice it when there is motion in game. I've been through multiple threads for 2 weeks ongoing still searching for the answer. It should be taken into account that I am using an LGP Lite Capture Card to record and Xbox One Slim. Also it does not do this on pc games even when using the "Game Capture" source option, and only happens when im attempting to record console footage. Thank You for whoever may be able to help me. I will leave an example of the issue, my specs, as well as my log below.

P.S (It helps to watch the bushes and foliage if you cant see the pulsing right away)

What you're seeing is the keyframe interval (which you had set for 2 seconds), and is an indication that your bitrate is too low. Raise your bitrate, or use CQP.
