Windows doesn't work "better" or "worse" if you choose this or that network type. The type decides how the Windows firewall will handle accepting or rejecting incoming and outgoing connections. It's security and protection against hacks, not performance or reliability.
Rule of thumb:
if you are at home in your LAN/WLAN behind the NAT router from your ISP, choose "private" network
