Question / Help PTZ latency and video card questions

So I've inherited managing the streaming services for a mid-sized church (they currently don't have any video streaming). I'm still relatively new to the game, but after doing a little reseearch, I suggested a PTZOptics streaming camera to get things started.

As I've started pulling things together, I noticed a couple issues. First is latency in OBS appears to be about two seconds. When I stream from the camera over IP in a browser, the latency is well under a half-second. Of course, I can't see why it would matter, but all the same I wondered if that's to be expected or if I need to be looking for issues with OBS.

The other topic is more interesting. There is projection software used during services to put slides on the screen. I want to capture that and overly the camera view of the speaker, which is easily done. The problem is, the computer was built with two GT 720's - one for the desktop and one for the projector view. Of course, OBS runs on the desktop, but I want to capture the projector view, which, it seems cannot be done since the classic version was left behind.

So, that leaves me to the only option that makes sense - buy a beefier video cared and use it for everything. But before I do that, I thought I'd post here and just see if there's some basic concepts I've missed that would suggest this isn't a great idea.
