Is there a plugin that allows OBS to control a PTZ camera?

Yes, BUT that is an inadequate response due to a question lacking in clarity (sort of like asking 'is there a vehicle that runs on a power source?')

there are multiple, different PTZ camera control methods / 'standards'/protocols ... from old-school serial interface, to newer things like VISCA over IP and lots in-between. technical details are critical in this regards

Yes, there are number of 3rd party OBS Studio plugins, and standalone software packages....
so,
- first define EXACTLY which camera and protocol you need support for
- then, if automation (using something like Advanced Scene Switcher) is desired, or simply the interface
if just an interface (camera preset selection, movement, and a couple other simple adjustments), then I'd ask why fixate on a plugin?
- then from the above, figure out your list of camera control software options you prefer... sometimes, a physical controller makes more sense..

PTZ Optics/streamgeeks, also has a nice free PTZ control software that has the benefit of being supported by company that makes a physical controller (the SuperJoy + others, so they have broad camera support, paid developers, support staff, etc)... but depends on your specifics

Thank you all a really helpful set of info. I have been struggling today to get the PTZ controls working on our new FHD PTZ camera. I think I have read too many posts. So here is the situation... hopefully someone can hellp.

Camera is FHD PTZ - which talks about IP in user manual so I believe would be VISCA over IP? or Visca over TCP?
I installed =

Plugin - DistroAV - Network Audio/Video in OBS-Studio using NDI® technology 6.0.0​

I set up camera video output via the IP config in the browser (based on the honey video)
I have installed 2 x controllers plugins - (OPtics control and OBS-PTZ) - so I can see multi camera view from either OBS tools menu or from dock menu.... I started with the tools menu, but got OBSerror 63 and it said it wouldn't recognise my camera... so I tried the OBS-PTZ dock option.
I can see my camera on both, but neither will allow me to control? Is it something to do with the name I configured with...

i.e. the name in IP config says PTZ1-NDI, in dock model - PTZ1-NDI is in the list, and it asks for a source (which I called PTZ1-NDI St Johns) - do the camera name and source name need to be the same? My source is NDIsource with PTZ1 St Johns as the camera. Also it doesn't let me set the IP address - when I click apply... it doesn't seem to stick (unless its me)
