Question / Help Ps4 frames dropping

I'm having a problem with my stream the frames keep jumping all over playing Rise of the Tomb Raider. Can anyone suggest what to do?

Does this problem only happen on this game?

This game may have frame pacing problem that happens to drop frames while recording or streaming at 30 fps. This problem also happens with built-in PS4 recording and streaming at 30 fps. There seem to be nothing that can be done other when waiting for a PS4 patch/update.

30 FPS game with frame pacing problem, output 60 Hz, and capture 30 fps, may skip frames.
1 1 2 2 3 3 3 4 5 5 6 6 6 7 8 8 9 9 ... (didn't capture frame 4 or 7).

There is nothing wrong with capture card, the problem is this game on PS4.
