Promote single chat comment to lower third

What I'm looking for is something like the screenshot attached (software is ecamm.live): I'd like to pick a notable comment from the chat stream and promote it to the scene as an overlay, for example as a lower third. I haven't been able to find a software that can do this easily in OBS... Does something similar exist for OBS?
