Question / Help Problems with OBS and Dropped Frames

Hello, I've been using OBS for years with no issues except for once. When I had that issue I had to get my ISP (comcast) to come out here and look at the lines. So when I encountered the problem of dropped frames again this year I called them again and they came out here and fixed any issues that I was having. But this time, the ISP's solution didn't fix the dropped frames. Attached is a log file.

Please help me resolve this issue as soon as possible, because streaming has definitely positively affected my life and if I wouldn't be able to do it anymore I'd be just crushed.
