Question / Help Problems running OBS

I have a couple of problems. First, it doesn't create any log files. The folder is empty. 2d, NVENC encoding doesn't work. I have to use x264. Running in admin mode changes nothing. I use x64 Windows 10. The program is fresh from the site.

Yes, I did. No, it didn't. It does nothing when I want to perform any log file operation like viewing one or analyze it. But it does open the logs folder, empty.

Why did OBS(oftware) then tell me NVENC is available to my GPU? I never used it on this new laptop though, before I wanted to record a video and found out there is a new version of the program, leading me to this.
