I hear a second voice that is definitely not yours, but not another copy of yours. Did you miss capturing the problem?

Anyway, the most common source of an echo like you describe, is a source in OBS picking up the same device that the Monitor is sent to. That source then includes the Monitor, which is often surprising to people. It's not OBS that does that. It's the operating system, that only gives OBS one feed from each device, and that feed includes everything that's sent there, even if it comes from the same program.

First find the cause. How do signals come into OBS? And where are you sending them? It's also good to trace all signals through your entire rig, of which OBS is only a part. If you ever end up with a loop, or two copies of something being recombined when you only want one, that's a problem. By the time you get to the point of seeing that problem in the diagram that you make for your specific rig, you should also be able to guess how to fix it. (how to break the loop, and still keep what you want)

Don't forget that speakers, mics, and the air in between is just as much a valid signal path as anything else. If that completes a loop, that's also a problem.
