When I want to connect with the YouTube server, it tells me that it could not connect to the server and if you can help me connect by telling me the company / program that connects obs studio to give my server permission and let me transmit it by yotube, too there k say k I have proxy so I want to know the name or ip to give permission on my server

You need to tell the person who administrates your proxy server that you want to send an RTMP stream to YouTube from your computer's IP address. Other users or developers of OBS can't do this, because it seems as if the problem you are having is that your proxy is not configured to allow traffic from OBS to reach youtube.
