Question / Help Preview&Stream Stutter when using multiple text sources and filters

My in application preview, as well as, actual stream stutter when I use multiple text sources (GDI+) that are read from a file, and have a simple scroll filter applied to them.
Is this a known issue, or is there a workaround to this I am unaware of?

PC Specs:
AMD FX8350
32gb ram
Windows 10 x64
Nvidia 1070 & 970
7200rpm WD HDDs

Currently running OBS 19.0.2 64bit

Text elements:
Read From File / Font applied / Color and Outline applied / Custom Text Extents & Wrap Applied
Filter / Scroll / Limit Width Applied

***EDIT***
With stream settings CPU usage never goes above 20%
Output - x264
CBR - 3500
CPU Usage - Fast

Video- 3840x2160 / Scale 1280x720 / Lanczos / Common FPS 30

Proccess Priority High / D3D 11 / NV12 / YUV 601 / YUV Partial

The problem stops without text sources? Can you narrow it down to a specific part that triggers the stuttering, e.g. it's fine without a filter but stutters with a filter?

It doesn't happen 2 text sources from file, but starts in when I activate a 3rd.

Identified -
OBS Temporarily lags out/stutters while reading from .txt file and when the information changes and must be displayed again.
