Add your video as a media source. Click the box that says "loop" and it will start playing again from the beginning when it finishes.
You can launch OBS from the command line with the "startstreaming" argument and it will begin streaming when it opens.

The user in the above thread reported problems making this work. However, with OBS 22.0.3 and MacOS High Sierra 10.13.6 I can confirm that this command line operation works:
/Applications/OBS.app/Contents/MacOS/OBS --startstreaming
You can use the Output Timer in the Tools menu to tell OBS to stop streaming after a certain amount of time.
