Potential reason for choppy recording in OBS and other software.

Hello, I just bought a new PC (every single thing even new monitor) still having the random choppiness issue. I done some extended testing last few days bought some paid recording software during sale and tried them and came to some conclusion. The problem I am talking about is after recording a while random parts of your videos looks like 15-30 fps even tough there was no fps drop. These drops lasts about 10 seconds and my GPU usage and CPU usage does not exceed 40%. Googling the topic I have found many people who are at the same boat as me waiting for it to be solved. What I found out this started since mid to late 2020 for most of the people with 30 and 40 series GPU. I have a very old PC with a 1050ti and 3600x and was unable to reproduce this problem in that after almost 100+ 10 min recordings.

My last PC
Ryzen 5600X || Nvidia 3060Ti || 16 GB Ram and M.2 and Normal 7200RPM HDD
My Current PC
Intel i9-13900K || NVIDIA 4070Ti || 32 GB Ram and M.2 and SATA SSDs

For OBS
Running on admin, all the recommended settings by Nvidia and OBS forums, tried every single possible settings combination and bitrate type and container type, even recorded in 1080p but the problem persists. But it happens in every single video no matter even if it is game capture/display capture (both DXGI and Win10). Also the problem can occur at any part of the video but I have found some videos that are less than 5 min does not have this issue and any video that is more than 10 min has this.

Nvidia ShadowPlay
I was not able to produce it with ShadowPlay and I have been using ShadowPlay with my 3060Ti setup for last 2 years without a single video like that. However the video quality and Variable Frame rate is a hard pill for me to swallow. Specially when the audio desync happens in premiere pro due to the variable frame rate.

Next I bought BandiCam
Game capture = same thing the same kind of lag happens. Same with the display capture (Win 10) mode the lag happens. However for Bandicam its a hit and miss, many of the long videos does not have that issue. Now the good part is Display Capture (Win 8) mode which eliminates the problem entirely. Again I have recorded attest 50+ 10+ min video in various games and not single choppy part. However I don't want to use this program as this cant record AAC more than 192kbps in 2023.

Next I bought Action!
Game capture = same thing it gets choppy after a while. However Action! has a Display Capture as well but no options for method. Its an old software and as there is no YellowBorder I guess it also uses that (Win8 mode or something unique to Action!). Whatever it is it works there is no issue with the display capture and for now I am using this.

Conclution
I suspect its either Nvidia Driver that was rolled for 30 and 40 series GPU after at late 2020 or a windows update during that time is causing this issue for very specific hardware combinations and googling this issue can revel that a lot of people having this issue keep in mind not a lot of people just play games and does not use reocrding software also some people don't check every minute of their recorded footage for long videos. Also the problem is for game capture modes which hooks into games and the windows 10 display capture mode. However this problem does no cause problem to old method like Windows 8 (capture method) , ShadowPlay's method , Actions! meted etc.

Suggestion
If it is possible to add (Windows 8 and above ) mode then a lot of people who is having this issue would be able to take advantage all the superior features that OBS provides.
