You got network bandwidth problems. If you are trying to do 5500 bitrate, add 20% above that on your Internet service for headroom.
5500 bitrate x 20% = 6600 bitrate
6600 bitrate = 6.6 Mbps upload speed
Is your Internet service giving you over 6.6 Mbps sustained and above?
Are there one or more devices on your local area network (LAN) that is uploading/downloading at the same time?
Are your Ethernet cables and connection to the Ethernet ports good?
Are you running the current network adapter drivers for your motherboard?
Are you using the same Category rated Ethernet cable throughout your entire LAN?
Are you using Gigabit equipment on your network? Switches, routers, cable modem, etc.
Are you using Wi-fi? (Hint: Dont. Always use wired Ethernet)
