Question / Help Possible to stream at a different framerate from the recording?

As the title says, I'm wondering if there's a way to have a local recording at, say, 60FPS while the stream getting sent to Twitch is at 30FPS (since that's all I can put out due to low upload speeds). I've looked into x264 command line commands but they don't seem to work

Anyways, and help would be appreciated (and I suspect I might just have to run 2 OBS instances)
 
i would love to see this feature.
this is for alle people who stream and record at the same time where the record is in high quality, the stream looks shitty if you're not twitch partner because you have only 3500 kb/s for encoding.
looks not good at 60fps.

So streaming with 30 while recording with 60 would be a GREAT feature :)
