Bug Report Possible macOS Sierra Issue

Hey everyone. This is my first post here! I have streamed before, so I sort of know the ropes. I took a few months break and came back to setup my stream when I ran in to an issue. Everything is going well except while viewing the stream on Twitch.tv the video either buffers incessantly, or every few seconds, and the higher the bitrate, the more OBS reports Dropped Frames. As many as 3794 in just a few minutes. I had a few friends confirm the issue while attempting to view as well.

My System:
iMac Retina 5K, 27 inch
4.0 Skylake Intel Core i7
32 GB 1867 MHz DDR3
AMD Radeon R9 M395X 4GB

OBS Version:
0.15.1

I have tried everything I can possibly think of to solve this.

1. I have tried bitrates from 1500 - 4000 (even though twitch is 3500)
2. I have adjusted the base and rescale resolutions spanning from 5120x2880 - 1920x1080
3. I changed the stream server from San Francisco, to Seattle, to Dallas
4. Adjusted Audio bitrates from 160-320 and the sample rate from 48 to 44.1khz
5. Changed downscale filter from Bilinear to Bibubic to Lanczos with an fps ranging from 30 - 59.94
6. Color Format is consistently: NV12, 601, Partial

And all possible variations/combinations of all these settings together that I could think of.

The only common denominator I could think of was that I NEVER had trouble with this several months ago, but I was on OS X El Capitan, and Yosemite back when I was streaming regularly. macOS Sierra seems to be the cause in this case. I have been trying on and off for about 4 hours today.

I have reset my internet even though I'm consistently getting
170-175 Download // 9 - 12 Upload (speedtest.net)
130 -145 Download (fast.com)

Any suggestions as to what else could be the cause would be greatly appreciated, otherwise, thoughts on Sierra being the cause?

I am also experiencing issues ever since upgrading to Sierra. Same thing (dropped frames). The problem is that OBS is using more CPU, and is not showing it. For example, when OBS says it is using like 5 percent CPU when not streaming, you can look in Activity Monitor and it says that OBS is actually using like 60 percent. I bet if the OP looks, he will see the same thing. Because of this, I can now only stream at 720p30 on "super fast", when I used to be able to stream 1080p30 on medium.

Doesn't OBS report what percentage of all CPU cores it is using, and Activity Monitor as percentages of a single core? I routinely see higher numbers for OBS in Activity Monitor than in OBS' own window, even when everything is working properly.

Yes, OBS shows what percent of total CPU power it is using, but it is using more tan it should and under reporting. For example, it shows 6% when not even streaming, but in activity monitor it is actually using about 40% of all 8 core threads. When it worked, it would be like 4% in OBS on idle, and like 2% on a few of the cores.
