Question / Help poor stream in linux but good in windows

If I stream from my IP camera from WIndows 10 I get a good looking output.
with the identical hardware setup on Linux there is a lot of distortion and any movement shows massive distortion of the output.
Any idea why this might be or what I need to do t improve it?
I really don't want to use Windows as it is too happy to override my wishes and reboot when it wants and I want this running continuously

I don't have an IP cam but USB. In order for it to work correctly I had to first configure it in guvcview then exit. Not sure if that would work with an IP cam but essentially you have to configure the camera outside of OBS first because the builtin controls are severely lacking.
