Poor Quality When Recording in OBS Studio/Streamlabs OBS

When I record my videos on my Elgato HD60 in OBS Studio or Streamlabs OBS, the quality, despite being 1080p 60fps, comes out looking grainy and overall poor. Here is an example:

Here are my settings in Streamlabs OBS/OBS Studio
Output:
Hardware: NVIDIA NVENC (new)
CQP: 20
Keyframe Interval: 0
Preset: Quality
Profile: High
GPU: 0
Max B Frames: 2

Video:
Base Canvas: 1920x1080
Output: 1920x1080
Downscale Filter: Bicubic
FPS: 60

For OBS Studio:
If you're not using your PC for GPU stuff like gaming at the same time and you want better quality then do the following:
1. Change the Preset to Max Quality*
2. Check the boxes for Look-ahead and Psycho Visual Tuning*
3. Lower your CQP value.

If you are doing GPU stuff, then just lower your CQP value.
*Can someone clarify if 2-pass, Look-ahead and Psycho Visual Tuning make a difference when using CQP vs CBR?
