Question / Help Poor HLS Stream quality

I'm attempting to stream to rtmp from an HLS link. When I use the link as my media source, the stream quality is poor and blurry. When I test this link with VLC, the stream quality is good. I've tried to increase bit rate and change output settings, but have not been successful. Any help would be appreciated
