Question / Help Poor Game Performance while Recording/Streaming

I've been having some game performance issues while streaming/recording games, as well with just OBS being open in general. When OBS is open while I'm running a game, my FPS declines as well with overall game performance. If there is something that I am overlooking that could fix this issue, I would greatly appreciate anyone pointing it out. I've tried different things here and there and nothing seems to fix the performance. I've attempted adjusting my bandwidth anywhere from 3500-5000, I've tried reducing the in game graphics, adjusted a few other things in OBS Studio and nothing seems have an affect on the issue. Any help is appreciated! According to beta.speedtest.net, my internet speed is Down: 239.51 Mbps Up: 12.07 Mbps. Specs and OBS logs below.
Specs:
CPU: Intel i7 4790k 4.0 GHz
Mobo: MSI z97 Intel LGA 1150 DDR3
Graphics: AMD Radeon r9 380 series
Memory: Corsair Vengeance 16 GB 2400 MHz

Number of lagged frames due to rendering lag/stalls: 5104 (58.9%)

Turn on Vsync or cap your games framerate to 60. If you aren't getting 60fps turn down your settings so you get much more than 60fps, or stream to 30fps.

Still seem to be getting performance issues with OBS open. Even without streaming and the program just running, in Rocket League for example, I go from 120-140 FPS to 40-60, a very choppy 60 at that
