points appear when scale down

in OBS MP 0.10.0,and OBS MP 0.10.1 the points(black and white) will be random distributed when scale down
scale down with bilinear (there are no points here)
scale down with bicubic
scale down with lanczos

the source video is also recoding by using OBS MP 0.10.1

there will be many white(and black) points random distributed when scale down with lanczos(or bicubic) from 720p to 360p.

the size of points is about one pixel.

the old OBS also has the points when scale down with lanczos or bicubic (for years).

That is just a consequence of those particular downscale algorithms. If you think bilinear looks best, then you should use that one.

bilinear is too blur for me
almost i scale down to any size (or aspect),
There will always be white or black points (with lanczos or bicubic method)
