Can OBS be used to receive a stream over public internet using an RTMP emcoder, such as to provide 24/7content to a remote location, and if so, how?

You can use the VLC media source to receive a stream as source. This can be broadcasted with OBS like any other source.

Yes you can, you have to make sure that you can stream it to an RTMP server that your clients can access. I have a VM that can do this in the resources. I need to update but for what you are looking for this will work just fine.
