Plugin for viewers to change stream text?

First post here, so forgive me if this has already been answered or there is a bot that might do this for me, but I'm looking for a plugin that will do this (if possible)

What I want a plugin/bot to do is modify/update a txt with a name that can be displayed under my webcam IE: 'Lumario? He's a [insert name here]' (insert name here being the !vote text). I'm not sure if there's a bot that does what I'm after or would require an OBS plugin to do.

You would probably have to learn some scripting/programming. With some programming knowledge you could create such a bot to update a file (and thus text) for you, but finding someone to do this for you may be harder than learning how to do it yourself.
