OBS loaded (its code for capturing and encoding) to the adapter #0 (in this laptop, it is "RX 6550M"). Then OBS reported that the codec is not supported on this hardware.
It seems, that selected GPU lacks required acceleration for encoding, but can accelerate decoding:
Sometimes build-in GPU may has newer features available (usually, built-in GPU is named "power saving" GPU). So, it it worth to try to run OBS on this "power saving" GPU instead of dedicated card. Try to look online how to run application on built-in or dedicated card. Of course, the game should run on the same GPU to be captured without issues.
If nothing works - it is normal, laptops are bad for capturing. On this forum there are few reports from the users of the same CPU/GPU - all have problems.
