Question / Help Please Help Tighten My OBS Settings and Confirm an FPS Issue...

I have OBS Studio 20.0.1 (64 bit) and been dealing with bad output fps rates since I started streaming, a few months ago. It has improved since reading forums and taking advice, but it is still noticeable. I just want to make sure that my OBS settings are on point, making sure it's appropriate for what my computer can handle. I also looked through my log from yesterday's streaming session and at the end, it does say something along the lines that my broadband/internet connection has something to do with my dropped rates. I just to be sure that is the issue, since my connection tests at 5.89 mbps and I only have 2100 bitrate output in my OBS. If there is other information needed, I'll do my best to provide. Thank you for all you can do for me.
