Please help, recordings are laggy after everything i have tried.

I have tried everything for my recordings to be 100% smooth but still got some lag.
Game is running perfectly smooth and got some small like 1, 1.5 seconds lag spikes that are really annoying.
I am trying to record walkthroughs and these problems just takes away all the fun.

I have tried everything and only this made it better:
1.Set my monitor to 60hz
2.Set vsync off in game

Example: https://www.youtube.com/watch?v=75QZOYP2KEg at 1:03 when he smashes that cage on the ground.

Also i don't think my hardware is the problem gpu is almost always bellow 60%.
If it is not obvious from the log i use CQP, 18, 1440p recordings no downscale.

I have disabled freesync premium and any feature like this and the game looks flawless on my monitor.I don't think it is the game but i really don't know at this point.
