PLEASE HELP! Pixley stream with great internet and pc

Hello I stream at 1080p 60fps with 6000 bitrate. My pc build is 1080ti and i7-8700k. My internet speeds are 1000 download and 30 upload.

When I stream games like deceit and uno games that dont have alot of turning around and movement my game looks fine. Then when I stream call of duty or rogue company my stream gets very pixley and im not sure why. My question is why does my stream get really pixlated even though other streamers with the same pc and stream settings stream look better?

It looks fine. 6000 is a little low for that resolution maybe.
