Please help! OBS NDI dual-stream setup having problems

Hello everyone. New to streaming and not too knowledgeable about PCs. I'm trying to use a dual-PC streaming setup. I have the two computers linked with NDI only, and I'm able to stream'record from one to the other. However, the quality/frames/lag is horrific. I think my hardware should be capable of doing this setup. I'm trying to run a minimum of 720p60 on stream, but would prefer 1080p60. Here is a log of last recording:

 
A few tips I already got from members in this forum:

Disable all DVR features on your streaming PC.

Try to get a decent graphic card for your system, i have the same cpu im my streaming setup, but a nvidia 1650, which does the encoding and it is even able to get a 4k30fps stream out. just barelly, but it works.
I think with both streamin, recording and decoding 1 NDI source on your machine, all with the CPU is to much.
You might try streaming with
x264
but alss change your recording to quick sync with cqp and a qpi of around 18-24, which should be next to blueray quality.
this would take of some load from your cpu and bring it to the encoder chip.
