Question / Help Please help, bitrate lower than normal

I've been streaming for a year with a bitrate of 4000 kb/s and I've had no problems till now. I just recently learned that twitch limits your bitrate to 3500 kb/s, so I'm going to do that, but that's not the issue. A few days ago I started dropping frames really bad and my bitrate would barely break 1000 kb/s. I uninstalled and reinstalled obs. I've made sure everything is updated, even the router. I didn't call my isp yet, but I did a modem reset through my account page and that didn't help either. Now it seams to chill around 1500 kb/s, but still drops. I did a 10 min pubg game while streaming and the log I'm posting is from that. If anyone could help that would be swell.

I have an issue similar to this but Ill drop after ive been streaming for 3 or so hours and then if i switch to a different twitch server Im fine but then next time I stream the same thing will happen on that server and it becomes a constant cycle of switching just to get a couple hours in.
