Question / Help Playing at 120hz/ Streaming at 60fps and stutter.

So when i stream games like overwatch on YouTube and twitch i can play the game at 120 fps. When i stream i stream at 60 fps I've switched it to 30 and it doesn't make a difference with this issue. So when i play at 120 fps and record at 60 the stream stutters a lot and my frame rate stays high and there is no lag. The stream looks jumpy and choppy to say the least. When i swap my monitor refresh rate to 120hz to 60 fps the same as I'm streaming it all seems to go away. Surely everyone who streams at 60 fps doesn't always have to play on 60. The same way streaming at 30 fps to be smooth you shouldn't have to play at 30 fps. Does anyone know a fix or workaround for this It would be really appreciated. I've tried a few things but cant find out why it is happening. That being said I'm not a expert using OBS and was using Xsplit broadcaster until i was told how much better and free the OBS studio was. Thanks!!!!
 
I have noticed this too. If I cap the fps at 60 fps there ends up being 0 stutter on the streaming PC. The same issue occurs when I capture at 60 fps on the gaming PC with OBS. I really don't know when this started occurring but I believe it happened after I switched to 144hz monitor and streamed above 60fps. I can also confirm it occurs on Windows 8.1 and Windows 10. I just tested it on fresh installs of each over the weekend.

The thing is, I believe xsplit does the same thing. I believe it's a way to combat tearing. Instead of recording the tearing, it waits for the next full frame so it is in sync with 60fps. I know there is a "Limit Capture Frame Rate" in the game source but I'm really not sure what this does, nor did I see any changes in the recording.
