That is not one of the primary purposes of the program, but it would technically be possible to include your original video as a source and record fresh audio on top of it.
This is not ideal though. There are better programs out there, especially when it comes to ADR work. Also, any video that you re-encode in OBS will be lower quality.
The best option would be to ADR in a separate program, and remux your original file with your newly created audio file from the dub.
