Question / Help Pixely Stream

Hello all, thank you for checking this post. I was wondering if someone would be able to help me. When I stream to twitch I get blurry/pixelly streams when I'm moving and everything looks fuzzy. I have streamed in the past but have recently upgraded my computer add have had to re-download OBS. I was wondering if anyone could help me fix this issue or recommend improvement.

CPU- Intel i7-4770K
GPU- GTX 670 SSC
Ram- 12GB DDR3

672x420 60fps
15:09:46.318: Output 'simple_stream': Number of lagged frames due to rendering lag/stalls: 11641 (63.6%)

744x466 60 fps
15:12:07.017: Output 'simple_stream': Number of lagged frames due to rendering lag/stalls: 4319 (60.1%)

Reduce to 30 fps and remove scenecut=0

Thank you for the reply. I reduced the FPS to 30 but I apologize what is the scenecut=0 and where do I find it? I'm sorry I am very new to this.

Forget about scenecut=0.
I was wrong assuming that could cause problems.
In fact, it´s set by OBS ; so, no problem with it.
