Question / Help Pixels stream

Hello,
I have an i7 6700K, 1080 gtx
Speedtest: http://www.speedtest.net/my-result/5784916247

Yet I'm used Obs or Xsplit it changes nothing.
I try to stream 1080p 30 fps it Pixelated
720p 60fps the same thing

I put a 720p a bitrate 3500-4000
in 1080 I put a bitrate 5500-6000

With the 2 codecs that's the same thing: x264 and Nvidia Nvenc

I would like some help because I admit I am lost x)

Video compression have reduced chroma/color resolution (half horizontal half vertical), all YouTube videos are like this.

OBS-Studio color format in Advanced settings can be changed to I444 RGB to have full chroma/color resolution for recording. But not recommended for live streaming, and for Twitch or those that don't transcode, will reduce compatibility with mobile devices.
