Hello, so I've recently had this issue where the Preview Window (as well as my streams and recording) show Pixelation. However in Elgato's Game Capture Software everything seems fine (in preview and recording).
This issue is not solely related to just OBS- as any streaming Software's Preview window has the same sort of issue. (Xsplit etc.) Regardless of my bitrate / stream settings. whatever is in the preview window gets outputted to the stream and looks like a mess.
I usually stream at 1280x720@60fps at 4500kbps Preset: veryfast
Bumping or changing anything to higher kbps/ lower res / different Presets yields same results (even for local recording using Indistinguishable [and losseless] quality)
I've reached out to Elgato- and they didn't really provide me with a solution- I've also reached out to Xsplit as well since it doesn't just happen on OBS.
Any ideas on how I can fix this?

My PC Specs:
CPU: AMD FX-9590
GPU: R9 390 Series (8GB MSI Edition)
RAM: 16GB G.Skill 14900CL9
OS: Windows 10

I've tried the following Solutions:
Reinstalled Drivers (GPU, Elgato Drivers and Software)
Reinstalled Software for Everything
Updated any outdated drivers/ software
Reinstalled Windows (Clean Install)
Used a Different ElgatoHD60 with a Different USB Cable
Used Different HDMI Cables
Used every USB Port on my PC
HDCP is off on PS4
Results are the same on other consoles as well
