Any suggestions? I'm thinking it's a internet issue at the pedestal to my condo.

30% of your packets didn't make it so this is probably an ISP problem, here's the error from your logs:

Number of dropped frames due to insufficient bandwidth/connection stalls: 995 (30.3%)

Try this tool and see what numbers you get back from talking to the actual Twitch Ingest servers:

I use this already. I am fairly certain I've figured out what the issue is. My Windows 10 Installation. I'm in the process of using DBAN to wipe it entirely and reinstall the OS. Then I'm going to reinstall all the drivers. For some reason My WIN-10 is throttling my upload speed. When I read over the log file and saw the 995 frames dropped (though obs interface showed 0 dropped frames) I did some digging. I'll post back later today and see if this fixed it.
