Pixelated stream despite the 'right' settings

Tried streaming csgo, but it was too pixelated, so I wanted to find out if my single pc setup was the problem by connecting my ps5 through an Elgato 4k60 pro mk2 and letting cod run at 1080p60 so that I would not have to use rescale. The result was still rather pixelated with moments where it got worse. I believe my settings look alright, and my upload speed is 28 Mbps, which should suffice for 1080p60 @8000kbps (youtube).

Any help is greatly appreciated!

That log files shows no streaming session.
Please restart OBS and perform a test stream of at least 30 seconds doing as you normally do, including playing the games you play, full camera or whatever you normally do.
Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.

In the video I see no issues.
