Rocket League is difficult to stream due to the fast smooth movement, high velocity and highly detailed textures. It's worst case for video encoding. More bitrate is the only cure, but it isn't possible to use arbitrary high bitrates, because your viewers are limited. Reduce resolution is the other cure, but this also makes the video bad.

Rocket League is a pretty game, but impossible to stream crystal clear.

I tried in other games that smoother movement flow, the image was the same, even in 1080p

Have you created stream key for 2K and your stream is processed by the VP9 codec on YouTube?

RMB on the player in the browser, sysadmin statistics
scale_1200

From your log above:
Code:
12:12:27.750: video settings reset:
12:12:27.750: base resolution: 1920x1080
12:12:27.750: output resolution: 2560x1440

You're upscaling to 2560x1440. If you really stream this resolution (we don't know, your log doesn't contain a streaming session), this is a cause of bad quality. Upscaling lowers quality, and higher resolution requires vastly more bitrate, which you don't have.
Stream with 1920x1080 or 1280x720 as output resolution.

when I broadcast 1080p it stays on avc1. Already in 2k is in vp09.
the key already made 1080p and 2k

You can create a stream key in 2K, use it in OBS. But the output resolution is set to 1920x1080. In this case, your stream will still work on YouTube in 2K resolution. This is only necessary for YouTube to process your stream using the VP9 codec, which is only available for 2K resolutions and higher. I hope you understand what I want to tell you. Also, use the settings exactly as I recommended.

but my connection supports up to 13000 kbps in live streaming. And 1080p quality is not good. Already 2k is yes

18000kbps my transmission kind of hangs, I have to use just below 18.
