Is it possible to do Picture in Picture with 2 cameras connected to a laptop via 2 separate USB video capture devices?

Our situation...

I work for a school district and we live stream our graduation exercises. We want to be able to do picture in picture to show someone doing sign language in the corner of the screen for hearing impaired.

Very easy. Just add both video capture devices to the same scene and have one smaller than the other.
