Twitch and Facebook are different platforms, allocating different resources. Streamers with higher viewers will get more of that platforms bandwidth.

If you are getting lag, reduce the bandwidth.
For 1080p 60fps - you need to have 4500-6000 - you can try to reduce to 4500. But you can reduce to 720 at 30fps and get use ranges of 2500-4000.

Are you running bandwidth test and adjusting your bitrates based on the upload speeds of your network? Bitrates are based on the available upload, not download - and can vary for a variety of reasons.
VPNs, a/vs, firewalls, amount of devices on network (phones, tablets, computers, tv, gaming systems, etc).

Twitch even provides recommended encoding settings https://stream.twitch.tv/encoding/

Could the problem happen just in one day plus my friends have are with the same isp and having no problem
Internet routes change every second (see https://ris-live.ripe.net/ for a live view). An ISP's route to Twitch can change from one minute to the next, and links can go down from damage, maintenance, cost etc that cause congestion on the remaining paths. Even though you and your friends might be on the same ISP, their routing could differ by region or IP address etc.
