Question / Help Perfect internet but cannot stream dropping frames constantly

It has been well over a week since I was last able to stream. I went away for a few days I come back, flip on OBS and I am dropping frames left and right. I called my ISP and after doing some basic commands in my command prompt etc, everything checks out. Perfect internet, no connection issues, modem and router work perfectly. The only thing I can think of is that it is Twitch at this point. Can any help me on this one!

As you can tell from this I have dropped frames but I do not know why. When I streamed before every day I could pull a 3500 bit rate with no problem for hours on end with not a single dropped frame. My internet speed is 140mbps down and 14mbps up. Now I am trying to run 1900 and it is still dropping frames significantly. Thanks for the help!

bump --also I am directly connected and all drivers are up to date. I really think its Twitch servers at this point!
 
Have you tried to enable new networking code in advanced settings? personally i can't stream at all without that setting, But i'm using 4G internet to stream.

I've done it all. Thanks for the tip though I have not tested using another platform like YouTube gaming so that's on the to do today. If that works which I think it should the problem points to Twitch who I think is the culprit in this!

Yep so I think this shows its Twitch here is a screen shot of my twitch test as well as my internet speed just a min ago

Well just tried YouTube gaming and frames are still dropping. Looks like its not Twitch... I have no clue on what to do next.
