Question / Help PC, spec recommendations for OBS optimization

After (too) many struggles and conflicts using OBS and Skype on Mac (Mojave, grrr), we're looking to invest in a PC laptop to handle our streams.

We use OBS as a tool to live broadcast a sports (home) studio show onto YouTube while utilizing the NDI Plugin with Skype to bring in co-hosts and contributors. As of now it's just a one camera set-up for me in studio (the host); we may add down the road but for now we just want to be able to pull off a simple show where we bring in a remote guest via Skype/NDI Plugin while I'm on a one cam shot.

What should we value most in a machine? Processor speed, RAM, any particular type of graphics or video card make a difference? Are there certain benchmarks or minimums to be aware of? Does broadband speed trump any of the machine specs? Think we want to stay in the $1000-1200 pricepoint. Any recommendations or feedback are greatly appreciated.
