PC restart when OBS start "testing recording encoder"

When the OBS automatic wizard starts testing the encoder, the computer restarts. There is no blue death, it just reboots.
GPU and processor temperature is 40-50 degrees Celsius.
Running under reinstalled windows 10.

The hardware:
Intel Core i7-11700K
Asus B560M-E motherboard
ATi Radeon HD7470 1GB
SSD etc...

HP ZR2740w monitor 2560 x 1440
