Question / Help PC configuration

I have to buy a desktop PC for streaming with OBS, the PC does not run games, the video source is provided by an external USB Avermedia Portable.
My goal: streaming and local HD recording in 1080p @60fps (Quicksync+Envenc)

Do you recommend the cheapest configuration to reach my goal?

which is the lowest nvdia card I can buy?

For current gen, the 1650 would be the "lowest". If you bump that up to the 1660, that actually has the touring nvenc encoder for better quality.
