Question / Help Overwatch stuttering/dropping frames, but no other game does this while streaming

So my little brother has been streaming for a while now on a system i built for him that should be strong enough to game + stream on, especially for overwatch. But Overwatch has had a stuttering/hitching issue and OBS reports dropped frames when streaming (not recording) to twitch. youtube, and/or restream (for both). We've played with the settings, updated to the latest version, uninstalled and reinstalled, etc and no luck. Nothing seems to be helping. We've also put OBS into a higher process priority, turned the CPU preset all the way to Ultrafast, lowered the bitrate, etc all with no luck. Streaming PUBG works pretty much without issue at all. or Titanfall 2, or Ghost Recon: Wildlands...its just Overwatch and OBS. Any ideas on how to fix this?

PC Specs:
-Xeon E5-1650 @ 4.5ghz (6c/12t sandy bridge EP)
-16gb Corsair Vengeance DDR3 1600 in Quad-Channel
-EVGA X79 SLI motherboard
-Gigabyte Xtreme Gaming 980ti running stock

OBS Stream settings:
-Bitrate at 3000kbps
-Base canvas 1440x900, Output at 1152x720
-FPS at 30
-Keyframe at 2
-CPU Setting at Faster (have tried Ultrafast-Faster with the same problem)
-Lanczos Filter

I'll try to get a logfile soon, but i know someone else had this problem and couldn't fix it and had to switch to Xsplit which did not have this issue (for Overwatch streaming). Odd that OBS is acting up with it.

Any advice? Thank you.

Heres a log i had my brother capture earlier while he was streaming. I didn't particularly notice anything too bad in there, other than some of his settings got changed but those should still be fine (and the same issues persist with the above stated settings as the ones described in there).

Also, he streams over wifi using a USB 3.0 Netgear a6210 wifi card. I don't entirely feel like this could be the issue, especially since the issue still just seems to be isolated to Overwatch, but i have advised him to switch to something like this to get a more stable connection that will be recognized as hard line connected.

I use one of those elsewhere with a different PC connected to its gigabit ethernet port and it works incredibly well, so i'd be pretty confident on one even though its still technically wifi.

No everything plays well. Its just the stream itself that has the choppiness

I've actually been dealing with this same situation. Every other game streams fine, even Overwatch plays perfectly, but on stream I get very few frames
