Overwatch has recently started recording at low bit rates for me, but all other games are fine. No changes besides a Windows 10 update, Overwatch update, and AMD drivers were made. Rolling back drivers seemed to have no effect. I have already cleared the windows.old folder evidently created by the Windows 10 update (NOT UPGRADE). CPU isn't nearly capped ~5%. Again, other games record fine, and OW seems to be the only game that records at much lower bit rates than were set--the other games record at set bit rates.
Before I go wild and do a format and OS re-install, I want to know if anyone else has had recent issues.

Actually, I take it back. Only Rocket League seems fine. PUBG is also having issues with the same settings that used to work fine.
