Question / Help Overall stream fps issue (High end PC)

CPU : Intel Core i7-7700K CPU @ 4.20GHz with CPU Speed of 4200MHz
Kaby Lake 14nm Technology

GPU: 3071MB NVIDIA GeForce GTX 1080 Ti (EVGA)

Monitor : ROG PG279Q (2560x1440@165Hz)

MOBO: MSI Z270 GAMING PRO CARBON (MS-7A63) (U3E1)

RAM : 16.0GB Dual-Channel Unknown @ 1066MHz

OS: Windows 10


About 2 months ago I made a new gaming PC with the intention of streaming and recording (not necessarily at the same time). I started recently around when destiny 2 came out on PC. Its been a fun ride so far including the learning curve to being new to streaming. I was originally planning to stream at 1080p60fps with 5500 bit rate and I was doing 60 perfectly, then I noticed I wasnt running 60 anymore for some odd reason and having frames missed due to rendering lag. I don't have to go to 1080p as I understand even then it doesn't look amazing without a ridiculously high bit rate for twitch. The last entry I have on my log is me messing around with 1600x900p and I had over 10% frames missed. I believe I should be able to stream around 1080 and have 60 fps. Im running my game at 1440p in game with 80+ frames on average and im not lagging at all while streaming. I also tried to set up a dual monitor combo with my 1080p60hz monitor and it didnt seems to work too well, any reasons why?
Edit: Its saying im skipping a lot of frames on OBS but only like 2 when rewatching the twitch vods

also dont worry about me dropping to 30, thats when I alt tab. I'd love a way to fix that, but thats because you can only stream d2 in window capture

1080p is fine, helps compensate with a high bitrate and slower cpu preset. Since your encoding with NVENC, your GPU is probably being overworked or something. Try putting process priority to high or above normal and lower your output resolution probably will help.

GPU never over 50% on 165Hz Monitor but only 80fps average = CPU is bottlenecking your GPU, or you have a frame limit active.
And for the Dual Monitor problem: Yes there is a problem with windows, when you run monitors with different refreshrates and you open an hardware accelerated program (Web browser with youtube for example) on the 60hz monitor.
Just search for "144hz 60hz dual monitor problem".

I swapped to x264 encoding and im not having the frame issue anymore, is that an indication of whats going on?
cant really do anything about a 1770k bottlenecking my 1080ti seeing as how 1770k is sort of up there.
