Output videos are frozen or glitched after several minutes of recording

I've had this problem for several years at this point- I'll collect captures of a fullscreen game and then find that the files became corrupted at a certain point in the session and all captures after that point are garbage. Sometimes they may still have audio but the image will be frozen, sometimes both are frozen. The example in the attached screenshot just happened during a half hour session, only three clips successfully saved and the other 38 are just a still image with no sound. According to the log, this means OBS lasted less than 3 minutes before breaking and the rest of the session was a waste.

This happens often enough that I've made a habit of leaving my game at every save point in order to check that OBS is still working (maybe 25% of the time it is not). Before returning to the game I close OBS and then open it again to start fresh. I'm running OBS as administrator and have Windows 10 game mode off. The issue has happened across both AMD and Nvidia cards, so it's likely not related to the encoder.

The issue also happens regardless of the capture mode; it happens when using the game or display modes to capture footage running on my PC or in capture card mode when recording an external console. I've lost hours of footage due to this glitch, so hopefully something is revealed in the log.

One trigger that I've noticed is that having Windows automatically shuffle desktop backgrounds can break OBS. In clips where I'm capturing desktop footage in "display" mode the screen will go black while the desktop background transition is taking place. I've disabled the background shuffling in Windows, so it's not a factor in this case.
