Question / Help Output Video VERY Laggy

Basic rundown of the problem, it's basically the same thing I posted about a while ago. Except it fixed itself, somehow.

Now, after upgrading my GPU to a GeForce GTX 750 Ti and replacing my 300W PSU with a 400W PSU, for some reason, the problem came back?

I have the "Common FPS Value" setting set to 60 and while recording I was getting a steady 80-100 FPS. Shouldn't be any problems there.

Any fix? This problem keeps coming and going away randomly.

how do I tell the difference between one with a recording session and one without? all of my logs look like that
 
there are recording/streaming start/stop markers in the log and profiler data in the end
like in the attached one

I also noticed this: 10:21:43.230: Video stopped, number of skipped frames due to encoding lag: 2011/7711 (26.1%)

This should not be happening considering how I have an AMD FX 4350 Quad Core and a GeForce GTX 750 Ti OC Edition, and 16GB of ram.

Should I try setting OBS's priority to "Realtime" or "High"?

Also, for reference, I am uploading a video showing the error.

Is that it? Just switch CUDA - Force P2 State off and use NVENC? I'm pretty sure I've tried that before but my frames get killed and I can barely actually play

Although I might just save up one more week and get the Intel Core I5-5675c Broadwell Quad-Core 3.1GHz 65w, seeing as how it's like 20 times better than the one I have.

Scratch that, it's not compatible with my motherboard. Would the AMD FX-9590 Octa-core work better in my situation?
 
you were getting 80fps in game, when you enable vsync which will cap fps to 60 it should work well, give it a try
as for upgrade....get ryzen 1700 and oc it, or better wait for intels coffee lake launch and see how things will look then

That isn't compatible with my motherboard (ASRock 770iCafe) so I might just upgrade to AMD FX-8350 4.2GHz 125W, which is much better than the AMD FX-4350. I'm not getting the 9590 because it does not come with a heatsink/fan, whereas the 8350 does
