Output startup fail and Laggy video after smooth recording

Posting two of my problems together in case they might be related.
1) When I try to start my video recording by using any hotkey I set, I come across "Starting the output failed..." error. However, when I click the "start recording" button, the recording starts without any issue.


2) When I'm recording my video game, game runs smoothly without any frame drops or lag. But the resulting video after recording is pretty laggy and has low quality.


My specs:
Intel Core i5-9400F CPU @ 2.90GHz 6 Core
8G RAM
NVIDIA GeForce GTX 1660

In case anyone came across this post looking for answers to the same problems, I found out that problem #2 is solely caused by the media player... I opened and played my videos on another app and the recordings were as smooth as the gameplay. For problem #1 I still haven't found any solution.

The hotkey you're using is set for streaming, not recording.
You should be using NVENC instead of x264 as encoder.
Disable HAGS
Use mkv as file. You can remux it later.
Run the Auto-configuration Wizard (tools menu) and apply the settings it gives. Do NOT change anything. Restart OBS
Please perform a test recording of at least 30 seconds doing as you normally do, including playing games, full camera or whatever you normally do.
Now look inside Help menu. Upload the current log file and paste the url to the log in here. Click on the Analize button to start troubleshooting common issues.
