I saw someone saying that output scaling might affect the quality of output. But I didn't scale the output at all.

The quality you're getting is pretty much what you would expect for 1080p60 at a bitrate of only 4350. Nothing to do with scaling.

To reduce the pixelation on edges during motion, you could:

1) increase bitrate, however even doubling it would only reduce rather than eliminate it, and you would continue to see improvement even past 10,000 or 20,000;

2) Stream 720p60 instead (and also increase bitrate)

3) Stream 1080p30 instead (and also increase bitrate)
